HR 3944 Introduced – FY 2026 MilCon Spending

Earlier this month Rep Carter (R,TX) introduced HR 3944, the Military Construction, Veterans Affairs, and Related Agencies Appropriations Act, 2026. The House Appropriations Committee has published their Report on this bill. As is typical for this spending bill, there are no cybersecurity, UAS, or chemical safety issues mentioned in the bill. The Committee report does include one relatively minor chemical safety issue.

Page 61 of the report includes a requirement for the Veterans Administration to “employ the most accurate per-and polyfluoroalkyl substances (PFAS) testing methods to ensure comprehensive and reliable results in its scientific assessment of the relationship between PFAS exposure during military service and kidney cancer among veterans.” No new funding is provided for this requirement.

The House Rules Committee has called for amendments on this bill, with a submission deadline for today. To date there have been 19 amendments submitted to the Committee. None of those amendments are of particular interest in this blog. A Committee hearing next week will probably be announced later this week. I expect the bill to be considered under a rule next week. It will probably (nothing is certain this year) pass along mainly party lines.
