HR 1182 Passed in House – Foreign Cylinder Approvals

Today the House took up HR 1182, the Compressed Gas Cylinder Safety and Oversight Improvements Act of 2025, under the suspension of the rules process. After six minutes and 29 seconds of debate, the House approved the bill by a voice vote.

The bill would require DOT to establish additional regulations relating to the approval of foreign manufacturers of cylinders used in the transport of hazardous chemicals. There is no new spending authorized by this legislation.

The bill now goes to the Senate for further consideration. There has been no similar bill introduced in the Senate this session, so there has been no committee consideration of the provisions of this bill in that body. The bill is not politically important enough to be considered by the Senate under regular order. This bill could be considered under the Senate’s unanimous consent process, but it could draw objections from members who are committed to ‘made in America’ processes. A more likely path for successful consideration of this bill would be to include its provisions in the FY 2025 THUD spending bill, but without a sponsor in the Senate (one of the reasons that it helps to have a companion bill in the other body), that is not likely to happen.
