Yesterday I
reported that the Senate Homeland Security and Governmental Affairs
Committee would consider a CFATS related bill during their business meeting on
Wednesday. A revised agenda
for that meeting [PDF download link] was posted on their web site today and
the unintroduced CFATS bill is no longer listed. No explanation was given, but
I suspect that there was some dissention within the Committee about parts of
the proposed bill. I don’t know what those parts would be, but the standard
areas for disagreement over the last 11 years have been IST provisions, worker
participation requirements, and civil suit provisions.
