The DHS CFATS Knowledge
Center was updated today with a brief news entry announcing the publication
of the Chemical Security Assessment Tool (CSAT) Personnel Surety
Program Application User Manual that I
mentioned yesterday.
The announcement says:
“DHS has published the Chemical
Security Assessment Tool (CSAT) Personnel Surety Program Application User
Manual, which can be found at
https://www.dhs.gov/sites/default/files/publications/csat-personnel-surety-user-manual-03-16-508.pdf.
This guide will help users, who have selected Option 1 – Direct Vetting or
Option 2 – Use of Vetting Conducted under Other DHS Programs to comply with
RBPS 8(iv), navigate the CSAT Personnel Surety Program application developed by
DHS to assist Tier 1 and Tier 2 high-risk chemical facilities comply with their
Site Security Plan (SSP) or Alternative Security Program (ASP) by submitting
information about affected individuals who have or who are seeking access to
restricted areas or critical assets. Please visit

The Documentation section of the page also contains a link
to the new manual. No new Frequently Asked Questions were added at this time.
