President Obama’s Chemical
Facility Safety and Security Improvement Executive Order (EO 13650) will be
published in tomorrow’s Federal Register. The clocks will start on the various
deadlines set in the EO. I hope the President has a better time getting
agencies to meet deadlines than does Congress.
