Yesterday, the OMB’s Office of Information and Regulatory Affairs (OIRA) announced that it had approved a notice of proposed rulemaking (NPRM) from DOT’s Pipeline and Hazardous Materials Safety Administration (PHMSA) on “Pipeline Safety: Safety of Gas Distribution Pipelines and Other Pipeline Safety Initiatives”. The NPRM was sent to OIRA on March 17th, 2023.
According to the Spring 2023 Unified Agenda entry for this rulemaking:
“This rulemaking would amend the pipeline safety regulations to enhance the safety requirements for gas distribution pipelines. The proposed rule is necessary to respond to several mandates from title II of the Protecting our Infrastructure of Pipelines and Enhancing Safety Act of 2020 (PIPES Act of 2020).”
This NPRM will probably be published next week in the
Federal Register.
