On Thursday, Rosearray posted a comment to my blog post on new CSB investigators. He makes an important point about the backlog in CSB accident investigation reports:
“With just over half a month to go before July 1, the CSB has completed and issued only two of the six investigations it scheduled to finish in the first half of 2023. This was per the revised Investigation Closure Plan of January 2023. It will be interesting to see how many of the remaining four investigations are closed in the short time remaining in the first half of this year.”
He is, of course, referring to the most recent version of their backlog update forecast. This is part of the ongoing attempt at CSB to recover from the many management problems that have plagued the Board in recent years. This current backlog clearance effort dates back to a response to congressional complaints about the backlog aired in a September 2021 hearing of the House Energy and Commerce Committee.
The four investigations still remaining on the schedule for the ‘First Half of 2023’ are:
Intercontinental
Terminals Company (ITC) Deer Park, TX 3/17/2019,
Watson
Manufacturing and Grinding Houston, TX 1/24/2020,
Optima-Belle
LLC Belle, WV 12/9/2020, and
Wacker Polysilicon North America Charleston, TN 11/13/2020
To be fair to the CSB, they have been working diligently on clearing this backlog and I made similar comments to Richard’s back on December 15th:
“While these updates are becoming more common, the CSB continues to have a significant backlog of completed investigations. Back in October, the CSB published a schedule for completing those investigation reports, listing three investigations to be completed this year. It is unlikely that the CSB will be able to complete those three in the [remaining] holiday shortened month. This will place the remainder of the projected schedule in jeopardy.”
But, the CSB did complete
the forecast reports by December 31st. Just maybe they will do
it again.
