candidates to positions relating to information technology, and for other

The Federal hiring process is complicated to say the least
and this bill looks like an attempt to make it easier to higher IT
professionals. Further coverage here, though, would depend on how it defines
such professionals and whether it includes specific provisions for
cybersecurity personnel.
