I was doing some file cleaning yesterday and noticed that I
had missed reporting on the floor action taken in the House on HR
5743, the Intelligence
Authorization Act for Fiscal Year 2013. Thursday the
House passed the bill on a strongly bipartisan vote of 386 to 28 (21 Democrats
and 7 Republicans voting No).
All nine of the floor amendments that I
talked about earlier passed by voice votes.
The only two roll call votes were for the move to recommit (a 180 to 235
party-line vote) and the vote on final passage.
The bill now moves to the Senate where it will
most likely be scrapped for a Senate written version. That will require a
subsequent conference committee that could complete its work before the Summer
Recess. If not, it is likely that the bill will languish until after the
election.
