The Coast Guard published an announcement in today’s Federal Register that they intend to begin enforcing the new 33 CFR §127.007 information collection requirements today. As I noted in an earlier blog, the Office of Management and Budget approved on August 20th the information collection request (ICR; 1625-0049) modification that allows the Coast Guard to collect the new Letter of Intent (LOI) and Waterway Suitability Assessment (WSA) information required for liquefied natural gas (LNG) and liquefied hazardous gas (LHG) facilities as published in a final rule on May 26th.
In a blog about that final rule I explained that this new rule does not really impose security requirements for those facilities. It does change the safety and security risk assessments that must be submitted for the LOI and WSA. Additionally it requires additional information for the assessment required of maritime security and response resource requirements.
