Yesterday, the House took up HR
1345, the NTIA Policy and Cybersecurity Coordination Act, under the
suspension of the rules process. After just nine minutes of debate, the bill
was passed by voice vote. This vote demonstrates the broad bipartisan support
for the bill and indicates an increased probability of the Senate being able to
take up the bill under their unanimous consent process.
The bill would amend the NTIA Organization Act, adding a new
§106, Office of Policy Development and Cybersecurity. The current Associate
Administrator for Policy Analysis and Development at the NTIA would be
redesignated as the position of Associate Administrator for Policy Development
and Cybersecurity. The new organization would be responsible for overseeing and
conducting “national communications and information policy analysis and
development for the internet and communications technologies.”
