Yesterday, the OMB’s Office of Information and Regulatory Affairs (OIRA) announced that it had received two rulemakings from the Office of Personnel Management (OPM):
Assuring
Responsive and Accountable Federal Executive Management (NPRM), and
Elimination of Federal Executive Boards (Final Rule)
The NPRM is in response to President Trump’s memorandum of the same title published on January 20th, 2025. It would make career Senior Executive Service (SES) officials more responsive to the President. The Final rule is in response to Trump’s EO 14217, Commencing the Reduction of the Federal Bureaucracy. It would eliminate:
The Presidio Trust,
The Inter-American
Foundation,
The United States
African Development Foundation, and
The United States Institute of Peace.
I will not be covering these rulemakings in any detail, but
I will announce their publication in the appropriate Short Takes post.
