This week with both the House and Senate in Washington, there is a full committee schedule. Four hearings of potential interest here include two hearings on artificial intelligence, and two markup hearings with cybersecurity bills.
Artificial Intelligence
On Tuesday, the Senate Privacy, Technology, and the Law Subcommittee of the Senate Judiciary Committee will hold a hearing on “Oversight of A.I.: Rules for Artificial Intelligence”. No witness list is currently available.
On Tuesday, the Senate Homeland Security and Governmental Affairs Committee will hold a hearing on “Artificial Intelligence in Government”. The witness list includes:
• Richard A. Eppink, American Civil
Liberties Union of Idaho Foundation,
• Taka Ariga, GAO,
• Lynne E. Parker, AI Tennessee
Initiative,
• Daniel E. Ho, Stanford Law School,
and
• Jacob Siegel, Writer
Note: There is an interesting article on NPR.org discussing interest in Congress on regulating AI activities.
Mark-Up Hearings
On Wednesday, the House Homeland Security Committee will be holding a markup hearing. The bill to be considered include:
HR
____, "Securing Open Source Software Act of 2023",
HR
3224, "Countering Weapons of Mass Destruction Extension Act of
2023", and
HR 3208, "DHS Cybersecurity On-the-Job Training Program Act"
I have not had a chance to review these newly introduced bills, but it appears that the unnumbered open-source software bill is similar to S 917.
On Wednesday, the Senate Homeland Security Committee will be holding a business meeting which includes mark-ups of fifteen bills. Bills of interest here include:
S
885, Department of Homeland Security Civilian Cybersecurity Reserve Act,
S 1425, Satellite Cybersecurity Act,
S 1443, Protecting the Border from
Unmanned Aircraft Systems Act,
S
473, American Security Drone Act of 2023, and
S 1560, Rural Hospital Cybersecurity Enhancement Act
I have copies of the GPO versions of S 1425 and S 1443, so I
plan on reviewing them before Wednesday’s hearing.
