HR 7900 Amendments Proposed – FY 2023 NDAA – 9-29-22

On Thursday, with the Senate still not officially considering HR 7900, the FY 2023 National Defense Authorization Act, there were 408 amendments proposed to the substitute language (SA 5499) for that bill. Eighteen of those amendments may be of interest here:

SA 6043. Mrs. FISCHER - At the appropriate place in title XI, insert the following: SEC. xx. Modification of Pilot Program on Enhanced Personnel Management System for Cybersecurity and Legal Professionals in the Department of Defense.

SA 6054. Mr. PETERS - At the appropriate place, insert the following: SEC. xx. Safeguarding the Homeland from the Threats Posed by Unmanned Aircraft Systems.

SA 6058. Mr. RISCH - At the appropriate place in title XVI, insert the following: SEC. xxx. Sharing Cyber Capabilities and Related Information with Foreign Operational Partners.

SA 6079. Mr. LANKFORD - At the end of subtitle D of title X, add the following: SEC. 1035. Interagency Strategy for Creating a Unified Posture on Counter-Unmanned Aircraft Systems Capabilities and Protections at International Borders of The United States.

SA 6084. Mr. PETERS - At the end, add the following: DIVISION E—Offices of Countering Weapons of Mass Destruction And Health Security.

SA 6124. Mr. RISCH - At the end of subtitle G of title X, add the following: SEC. 1077. Think Tank Cybersecurity Standards.

SA 6136. Mr. PETERS - At the appropriate place, insert the following: TITLE xxxx—Satellite Cybersecurity

SA 6270. Ms. ROSEN - After section 1112, insert the following: SEC. 1112A. Civilian Cybersecurity Reserve Pilot Project at the Cybersecurity and Infrastructure Security Agency.

SA 6305. Mr. GRASSLEY - At the appropriate place, insert the following: SEC. xx. Reauthorization of the National Computer Forensics Institute.

SA 6313. Mr. MENENDEZ - At the end of title XII, add the following: Subtitle G—Strengthening International Cybersecurity Engagement.

SA 6321. Ms. HASSAN - At the appropriate place, insert the following: SEC. xx. Pilot Program on Cybersecurity Training for Veterans and Military Spouses.

SA 6347. Mr. PETERS At the end, add the following: DIVISION E—Offices of Countering Weapons of Mass Destruction and Health Security.

SA 6354. Mr. KING At the appropriate place in subtitle G of title X, insert the following: SEC. 10xx. Information Collaboration Environment Program.

SA 6363. Mr. JOHNSON - At the end of subtitle G of title X, add the following: SEC. 1077. Protection of Electric Grid of United States from Cyber Warfare and Electromagnetic Pulse Threats.

SA 6418. Ms. CANTWELL At the appropriate place, insert the following: SEC. xx. Unmanned Aircraft System Detection and Mitigation Enforcement Authority.

SA 6419. Ms. CANTWELL At the appropriate place, insert the following: SEC. xxx. Detecting, Identifying, Monitoring, and Tracking Unmanned Aircraft Systems and Unmanned Aircraft That Threaten Certain Facilities and Assets.

SA 6435. Ms. CANTWELL - At the end, add the following: DIVISION E—Coast Guard Authorization Act of 2022.

SA 6438. Mr. PETERS - At the end, add the following: DIVISION E—HOMELAND SECURITY AND GOVERNMENTAL AFFAIRS MATTERS.

The Senate announced a unanimous-consent agreement to begin consideration of HR 7900 when the Senate returns to Washington on October 11th, 2022.
