When the DHS Infrastructure Security Compliance Division updated
their Chemical Facility Anti-Terrorism Standards (CFATS) program web site this
week they included a
link to a newer version of the CFATS Personnel Surety Program instruction
manual on their updated Chemical Security
Assessment Tool (CSAT) 2.0 page. In keeping with recent DHS practice, there
is no version number on this manual, just a new date: March 27th,
2018. The earlier version of this manual was
published back in September of last year.
For one of the few times since ISCD stopped including change
logs in their manuals, I have discovered one of the minor changes in wording
that was part of the cause for the new dating of the manual. On page 23 in the first
sentence of the discussion about ‘Corporation Group’ then new manual changes
the label for the default group from “Corporation” to “Corporation (Employees
Only)”. Obviously, this means that the same change is made in the Personnel
Surety tool in CSAT 2.0. Apparently, the intent is to imply that only employee
names will be submitted under the Corporation group, not contractors or
visitors.
Again, with changes this minor one could probably forgive
ISCD for not making a formal announcement about the availability of the new
version of this manual. But, I am pretty sure that a facility security manager
is going to want to have the most current version of the manual on hand
regardless of how small the changes were.
BTW: A copy of the older version of this manual is still
available for an uncertain period of time. No telling how long it will
remain available, so get it while you can.
