Last week, President Biden signed S 658, the National Cybersecurity Preparedness Consortium Act of 2021. Yesterday, the bill was assigned the Public Law number PL 117-122 (it will be months before the PL is actually printed).
As I
have noted earlier the provisions in this bill allowing NCCIC to work with
a consortium of non-profit entities to “develop, update, and deliver
cybersecurity training in support of homeland security” are simply
acknowledgement of DHS activities that have been taking place for a number of
years. Since there is no new funding authorized in this bill, Congress again
takes credit for work already done by DHS without spending any money or
political capital.
