Yesterday the OMB’s Office of Information and Regulatory
Affairs (OIRA) announced
that it had approved the Coast Guard’s final rule on TWIC Reader Requirements;
Delay of Effective Date. This
rule regards the use of Transportation Workers Identification Credential
(TWIC) readers at a limited number of facilities that handle certain dangerous
cargoes (CDCs) in bulk or receive vessels carrying CDC in bulk. The notice of
proposed rulemaking for this rule was published
in June of 2018.
This is remarkably quick action by OIRA as the final rule was
just sent to them last week. This may mean that we will see this sooner
rather than later in the Federal Register.
