This morning the DHS-ISCD folks updated their CFATS Knowledge Center web site, by removing all references to the recently (9-24-10) posted CSAT SSP Edit Process User Guide. As of 12:45 pm EDT the link to this manual was still active.
As I noted in an earlier blog, this manual appeared to be designed to help facilities update their Site Security Plan. Unfortunately, there was never any direct explanation of why this manual was released or subsequently withdrawn.
The only thing that I can figure is that ISCD must have released this manual pre-maturely. This meant that it had to be withdrawn either because of errors in the manual or due to problems with the editing process on CSAT.
