OMB Approves PHMSA Pipeline Safety Final Rule

Yesterday, the OMB’s Office of Information and Regulatory Affairs (OIRA) announced that it had approved a final rule from the DOT’s Pipeline and Hazardous Material Safety Administration (PHSA) for “Pipeline Safety: Amendments to Parts 192 and 195 to require Valve installation and Minimum Rupture Detection Standards.” The final rule was sent to OIRA for review on December 17^th, 2021.

This rulemaking first showed up in the Spring 2014 Unified Agenda. The notice of proposed rulemaking (NPRM) was published on February 6^th, 2020. I expect that we will see the final rule published this coming week.
