HR 2471 Passed in House and Senate – FY 2022 Spending

On Wednesday, the House passed the amendment to HR 2471 that turned it into the Consolidated Appropriations Act, 2022. The final action was taken on a voice vote after two recorded votes on ‘divided portions’ of the bill. Then yesterday, the Senate agreed to the House amendment by a vote of 68 to 31. The House and Senate similarly passed HJ Res 75, a short term continuing resolution that keeps the current spending authorization in place until March 15th. This action was necessary to allow time for a printing of the bill for the President’s signature.

A detailed analysis of the portions of the bill of interest here will take some time. I have, however, had a chance to look at look at Division Y—Cyber Incident Reporting for Critical Infrastructure Act of 2022. The provisions of this Division are essentially identical to the Title II provisions included in HR 3600, that I addressed earlier this week.
