Back in February Sen Rounds (R,SD) introduced S 431, the Cyber Conspiracy Modernization Act. The bill would amend 18 USC 1030, Fraud and related activity in connection with computers by adding language to include ‘conspiracy’ to the various descriptions of offenses under the act. No new funding is authorized in the legislation.
Moving Forward
Neither Rounds, nor his sole cosponsor, Sen Gillibrand
(D,NY), are members of the Senate Judiciary Committee to which this bill was
assigned for consideration. This means that there is probably insufficient
influence to see the bill considered in Committee. I would not expect there to
be much support for this bill in that Committee because the wording of §1030(b)
already specifically makes conspiracy a potential component of the offences listed
in §1030(a).
