OMB Approves New BIS IFR on Advanced Technology Export Controls

Yesterday, the OMB’s Office of Information and Regulatory Affairs (OIRA) announced that it had approved an interim final rule (IFR) from DOC’s Bureau of Industry and Security on “Commerce Control List Additions and Revisions; Implementation of Controls on Advanced Technologies Consistent with Controls Implemented by International Partners. The IFR was sent to OIRA on June 11th, 2024.

According to the Spring 2024 Unified Agenda entry for this rulemaking:

“The United States in coordination with international partners are implementing export controls on several items for national security reasons, such as quantum computers, materials, and related electronic assemblies; additive manufacturing equipment designed to produce metal or metal alloy components; technology for the development or production of ‘coating systems’; software that aids in the reverse engineering of integrated circuits; and technology for the development or production of integrated circuits or devices using Gate all-around Field-Effect Transistor (GAAFET) structures.”
