Today DOT’s Pipeline and Hazardous Material Safety Administration published a notice of proposed rulemaking (NPRM) in the Federal Register (86 FR 43844-43898) for “Hazardous Materials: Harmonization With International Standards”. This is a periodic rulemaking effort to ensure that the Hazardous Materials Regulations (HMR) maintain alignment with international regulations and standards. The proposed amendments include “changes to proper shipping names, hazard classes, packing groups, special provisions, packaging authorizations, air transport quantity limitations, and vessel stowage requirements.”
PHMSA is soliciting public comments on the proposed rule. Comments may be submitted via the Federal eRulemaking portal {www.Regulations.gov; PHMSA-2019-0030 (HM-215P)}. Comments should be submitted by October 12th, 2021.
