ISCD Updates 8 FAQ Responses – 6-29-20

Yesterday the CISA Infrastructure Security Compliance Division (ISCD) updated the responses to eight frequently asked questions (FAQ) on the Chemical Facility Anti-Terrorism Standards (CFATS) Knowledge Center. These updates were not announced in the ‘Latest News’ section of that page because these were editorial changes designed to: reflect changes in program management (CISA branding), to URL’s to page links (see the similar 6-22-20 blog post) and to make the responses more helpful; rather than reflecting changes in ISCD policy.

The updated FAQ’s were:

#1540 How does a facility count the amount of release-flammable chemical of interest (COI) within a mixture that is not a fuel with a National Fire Protection Association (NFPA) rating of 1, 2, or 3?

#1547 Is the fact that a facility is a covered facility under 6 CFR Part 27 considered Chemical-terrorism Vulnerability Information (CVI)?

#1551 Can individuals who are not U.S. Citizens be Chemical-terrorism Vulnerability Information (CVI) Authorized Users?

#1556 How does a facility calculate the screening threshold quantity (STQ) for propane in a mixture?

#1558 Where can I find additional information on Chemical-terrorism Vulnerability Information (CVI)?

#1563 How do I know if my facility is a Treatment Works as defined in Section 212 of the Federal Water Pollution Control Act?

#1593 Will I receive a Chemical-terrorism Vulnerability Information (CVI) Authorized User certificate after completing the CVI Authorized User training?

#1594 May Chemical-terrorism Vulnerability Information (CVI) be discussed with or disclosed to an Authorized User with a need to know over an unencrypted phone?

It looks like ISCD is taking advantage of the relative lack of inspection work by having folks review FAQ responses. Great idea.
