On Friday the Office of Management and Budget announced
that it had received the Coast Guards notice of proposed rulemaking (NPRM) for
the long awaited TWIC Reader Rule. This rule has been held up for a number of
reasons including delays in starting and finishing the TSA TWIC Reader pilot
program.
As I noted in an earlier
blog I would suspect that it will be sometime after the first of the year
when OMB approves this NPRM. Because of the slow pace of the rule making
process it is likely that the final rule on this will not go into effect until
sometime in 2014.
