DHS Announces NIAC Resilience and Cyber Meeting

On Friday the DHS National Protection and Programs Directorate (NPPD) published a meeting notice in the Federal Register (78 FR 40487-40488) for the National Infrastructure Advisory Council (NIAC) on July 29th, 2013. The public meeting will be held in Washington, D.C.

According to the notice there are two items on the agenda:

• A presentation from the NIAC Regional Resilience Working Group documenting their work to date on the Regional Resilience Study; and
• Federal officials will update the members on the Federal inter-agency implementation planning for the recently issued Executive Order 13636 and Presidential Policy Directive 21.

The Council will discuss both presentations and prepare recommendations for the Secretary on how to proceed with each. A copy of the Working Group presentation will be available on the NIAC web site one week before the meeting. The Department will also provide guidance to the Council on potential new topics for discussion.


NPPD is soliciting public input on the agenda topics. Written comments may be submitted via the Federal eRulemaking Portal (www.Regulations.gov; Docket # DHS-2013-0033).  Comments need to be submitted by July 22nd to be considered by the Council. There will be a short public comment period during the meeting; registration at the meeting site will be required.

DHS NIAC Meeting 1-18-11

The DHS National Protection and Programs Directorate published a notice in today’s Federal Register that the National Infrastructure Advisory Council (NIAC) would be holding a public meeting on January 11th in Washington, D.C. The Council will receive an interim report on information sharing from a working group and may provide additional guidance on how that study should proceed.

The meeting is open to the public but discussion on the report will be limited to Council Members, DHS personnel and invitees. There will be a limited time available for public comments on the subject at the end of the deliberations. Those comments will be limited to 3 minutes. Due to the limited time available for the public comment portion of the meeting, pre-registration is required and only a limited number of commentors will be able to make their presentations. Commentors will be taken in registration order until the allotted time expires.

Written comments may be submitted via the Federal eRulemaking Portal (www.regulations.gov Docket Number DHS-2010-0094) or by email to NIAC@dhs.gov (the Docket number must be included in the address line). Written comments must be submitted by January 11th.

NIAC Meeting 10-19-10

The National Protection and Programs Directorate of DHS has published a notice in Monday’s Federal Register (available on the Internet Saturday) announcing an upcoming meeting of the National Infrastructure Advisory Council on October 19th in Washington, DC. The NIAC was organized to provide the President through the Secretary of Homeland Security with advice on the security of the critical infrastructure sectors and their information systems.

The agenda calls for the Council to discuss:

● A Framework for Establishing Critical Infrastructure Resilience Goals
● Optimization of Resources for Mitigating Infrastructure Disruptions
● Potential New Study Topics
The meeting is open to the public but the actual discussion will only be open to the Council members and invitees. There will be a brief public comment period at the end of the meeting. Brief (3 minute) oral presentations will be allowed as will be the submission of written comments. Written comments need to be submitted in advance and may be submitted through the Federal eRulemaking Portal (include words ‘Department of Homeland Security’ and docket number DHS-2010-0079).

NIAC Meeting 7-14-09

Yesterday DHS published a notice in the Federal Register announcing a meeting of the National Infrastructure Advisory Committee (NIAC) on July 14th, 2009. The meeting will be held in Washington, D.C. from 12:30 to 3:30 pm EDT. While the public is invited to attend, participation will be limited to NIAC members and invitees. Submissions for written comments to be distributed to the Committee members must be received by July 7th. The Agenda includes presentations by two working groups; the Frameworks for Dealing with Disasters and Interdependencies Working Group and the Critical Infrastructure Resilience Working Group. The first group will present it’s final report and the second a progress report.

NIAC Meeting – 04-14-09

The National Infrastructure Advisory Council announced their next meeting in yesterday’s Federal Register. The meeting will be held on April 14th, 2009 in Washington, D.C. This will be Secretary Napolitano’s first meeting with the NIAC. The agenda includes “a final report from the Frameworks for Dealing with Disasters and Related Interdependencies Working Group and status reports from the Critical Infrastructure Resilience Working Group”. The meeting will be open to the public but the public will not be allowed to participate in the discussions of the Council. Written comments and documents may be submitted by April 7th (Docket No. DHS-2009-0008).
