Public ICS Disclosure – Week of 12-07-19

This week we have vendor disclosures from Siemens, Schneider (4) and Red Lion as well as advisory updates from Siemens (2) and Schneider. We also have security researcher reports for products from Advantech (2) and Schneider. And finally, we have an exploit published for products from Omron.

Siemens Advisory

Siemens published an advisory describing 53 vulnerabilities in their SPPA-T3000 servers. Vulnerabilities were reported by Gleb Gritsai, Eugenie Potseluevskaya, Sergey Andreev, and Radu Motspan from Kaspersky Lab; Vyacheslav Moskvin and Ivan B from Positive Technologies; and Can Demirel from Biznet Bilisim. Siemens has a new service pack for one of the affected servers that addresses a very limited number (3) of the applicable vulnerabilities. There is no indication that any of the researchers have been provided an opportunity to verify the efficacy of the fix.

NOTE 1: This is the advisory discussed in the TWITTER® thread I mentioned earlier this week.

NOTE: The first vulnerability reported in the advisory (CVE-2018-4832) was previously reported in other Siemens products. Siemens has not yet provided updates for all of those affected products and this is not one of the vulnerabilities remediated in this advisory.

Siemens Updates

Siemens published an update for an advisory that was originally published on November 12th, 2019. The new information includes:

• Added SIMATIC S7-200 SMART to the list of affected devices; and
• SIPLUS devices now explicitly mentioned in the list of affected products

NOTE: NCCIC-ICS did publish an update for their advisory on this vulnerability on Tuesday, but somehow I overlooked it in my blog post.

Siemens published an update for an advisory that was originally published on July 9th, 2019. The new information includes:

• Updates for SIMATIC IPC2X7E, SIMATIC IPC327E, SIMATIC IPC377E; and

Schneider published an advisory describing a permissions, privileges and access control vulnerability in their EcoStruxure Geo SCADA Expert (ClearSCADA). The vulnerability was reported by William Knowles (Lancaster University). Schneider has a new version that mitigates the vulnerability. There is no indication that Knowles has been provided an opportunity to verify the efficacy of the fix.

NOTE: Earlier this week there had been a fifth advisory listed on the Schneider security notifications site for their Saitel DP (866e) and Saitel DR (HUe) products, but that advisory has since been removed from the list.

Red Lion Advisory

Red Lion published an advisory describing the URGENT/11 vulnerabilities in their NT24k Switch Series. The vulnerability is self-reported. Red Lion has a firmware upgrade the implements the Wind River patch.

Advantech Researher Reports

Mat Powell from the Zero Day Initiative published a report of a zero-day stack-based buffer overflow vulnerability in the Advantech Web Access product. The vulnerability has been coordinated through NCCIC-ICS. Advantech apparently reported that the vulnerability is in a third-party component but has not shared with NCCIC-ICS whom that third-party is. I do not know why NCCIC-ICS has not yet released an advisory on this vulnerability.

Tenable published a report [corrected bad link - 22:10 EDT 3-26-20] describing a stack-based buffer overflow vulnerability in the Advantech Web Access product. Advantech has a new version that Tenable has confirmed mitigates the vulnerability. The Tenable report includes exploit code.

NOTE: The two reports both describe stack-based buffer overflows, but in different components of the product (BwOpcBs.exe in the ZDI report; BwPAlarm.dll in the Tenable report)

Schneider Researcher Report

Applied Risk published a report describing an insecure file permissions vulnerability in the Schneider ClearScada product. This is probably the same vulnerability as described in the Schneider ExoStruxure advisory above as William Knowles is associated with both reports.

Omron Exploit

NOBODY published an exploit for an unrestricted externally accessible lock vulnerability in the Omron CJ2M PLC. This appears to be the same vulnerability that was reported this week.

Public ICS Disclosures – Week of 01-19-19

This week we have vendor notifications from Bosch, AVEVA, Drager, Yokogawa and BD. We also have an exploit of a previously disclosed set of vulnerabilities for products from NUUO.

Bosch Advisory

Bosch has published an advisory for two vulnerabilities in their DIVAR 400 & 600 digital recorders. The vulnerabilities were reported by Maxim Rupp. Bosch has provided generic workarounds to mitigate the vulnerability. There is no indication that Rupp has been provided an opportunity to verify the efficacy of the fix.

The two reported vulnerabilities are:

• Improper access control; and
• Unprotected credentials

AVEVA Advisory

AVEVA has published an advisory for three vulnerabilities in their Wonderware System Platform. The vulnerabilities were reported by Vladimir Dashchennko from Kaspersky Lab. AVEVA has a new update that mitigates the vulnerabilities. There is no indication that Daschennko has been provided an opportunity to verify the efficacy of the fix.

The three reported vulnerabilities are:

• Insufficiently protected credentials;
• Execution with unnecessary privilege; and
• Missing authorization

These vulnerabilities were coordinated through ‘ICS-CERT’ so I expect that we will see an advisory from NCCIC-ICS next week (though they may have a backlog to work through now that the Federal Funding Fiasco is at least temporarily over).

Drager Advisory

Drager published an advisory that is not technically for a control system vulnerability. They are advising customers of a number of reported fraudulent emails from apparent Drager email addresses that have been part of schemes to have companies make payments to non-Drager accounts.

Yokogawa Advisory

Yokogawa has published an advisory for an access control vulnerability in their License Manager Service. The vulnerability was reported by Kaspersky Lab. Yokogawa has patches that mitigate the vulnerability. There is no indication that Kaspersky Lab has been provided an opportunity to verify the efficacy of the fix.

BD Advisory

BD has published an advisory  (actually an update for an advisory that was issued last summer) for a Microsoft Windows vulnerability in the task scheduler that affects a number of BD products. BD will patch the software during the next patch cycle.

NUOO Exploit

Pedro Ribeiro published a set of exploits for the NUOO CMS software management platform. The vulnerabilities were reported by NCCIC-ICS in an advisory published on October 12th, 2018 and updated on November 20th, 2018. Ribeiro was the one who originally reported the NUOO vulnerabilities to NCCIC-ICS.

In addition to publishing four Metasploit modules as part of his exploit report, Ribeiro reports that one of the vulnerabilities reported through NCCIC-ICS (Use of hard-coded credentials - CVE-2018-17894) has not actually been fixed as was reported in the NCCIC-ICS advisory.

Reading the exploit report from Ribeiro provides an interesting look into the coordinated disclosure process where the vendor is less than cooperative. Pedro has all sorts of nice things to say about the folks he worked with at ‘ICS-CERT’ during the two-year process but suffice to say he is disappointed with NUOO.

NOTE: I briefly discussed the ABB advisory for this vulnerability in early November.

CMS-770 Advisory

This advisory describes an improper authentication vulnerability in the ABB CMS-770. This vulnerability was reported by Maxim Rupp. ABB has provided generic workarounds to mitigate the vulnerability. There is no indication that Rupp has been provided an opportunity to verify the efficacy of the fix.

NCCIC-ICS has reported that a relatively low-skilled attacker on an adjacent network could exploit the vulnerability to read sensitive configuration files that may lead to code execution on the device.

NOTE: I briefly discussed the ABB advisory for this vulnerability in early November.

Siemens Advisory

This advisory describes a missing authentication for critical function vulnerability in the Siemens TIM 1531 IRC. Siemens is self-reporting this vulnerability. Siemens has a firmware update to mitigate the vulnerability.

NCCIC-ICS reports that a relatively low-skilled attacker could remotely exploit the vulnerability to perform arbitrary administrative operations.

NOTE: I briefly discussed the Siemens advisory and first update for this vulnerability last Saturday. The first update noted that the originally provided firmware update had been withdrawn and left just a workaround available to mitigate the vulnerability. This NCCIC-ICS advisory is based upon the second Siemens update of their advisory.

CODESYS V3 Advisory 1

This advisory describes two vulnerabilities in the S3 CODESYS V3 products. The vulnerabilities were reported by Alexander Nochvay from Kaspersky Lab. S3 has a new version that mitigates the vulnerabilities. There is no indication that Nochvay has been provided an opportunity to verify the efficacy of the fix.

The two reported vulnerabilities are:

• Use of insufficiently random values - CVE-2018-20025; and
• Improper restrictions of communication channel to intended endpoint - CVE-2018-20026

NCCIC-ICS reports that a relatively low-skilled attacker could remotely exploit this vulnerability to  allow a remote attacker to disguise the source of malicious communication packets and also exploit a random values weakness affecting confidentiality and integrity of data stored on the device.

NOTE: There are two S3 advisories that support this NCCIC-ICS advisory (here and here).

CODESYS V3 Advisory 2

This advisory describes an improper access control vulnerability in the S3 CODESYS Control V3 products. The vulnerability was reported by Yury Serdyuk of Kaspersky Lab. S3 has a new version and recommends activating the CODESYS Control online user management and encryption of the online communication. There is no indication that Serdyuk has been provided an opportunity to verify the efficacy of the fix.

NCCIC-ICS reports that a relatively low-skilled attacker could remotely exploit the vulnerability to allow unauthorized access and exfiltration of sensitive data including user credentials.

NOTE: S3 published five other advisories last week when they published the three supporting these two NCCIC-ICS advisories. Interestingly, none of the others have CVE numbers. More on these on Saturday.

Advantech Advisory

This advisory describes an improper input validation vulnerability in the AdvantechWebAccess/SCADA product. The vulnerability was reported by Jacob Baines of Tenable Network Security. Advantech has a new version that mitigates the vulnerability. There is no indication that Baines has been provided an opportunity to verify the efficacy of the fix.

NCCIC-ICS reports that a relatively low-skilled attacker could remotely exploit this vulnerability to allow an attacker to cause the overflow of a buffer on the stack.

Gate E-2 Advisory

This advisory describes two vulnerabilities in the ABB GATE-E2 Pluto ethernet gateway. The vulnerabilities were reported by Nelson Berg of Applied Risk. ABB is only providing generic workarounds as this product is no longer supported. There is no indication that Berg has been provided an opportunity to verify the efficacy of the fix.

The two reported vulnerabilities are:

• Missing authentication of a critical function - CVE-2018-18995; and

Three Advisories Published – 12-06-18

Today the DHS NCCIC-ICS published two control system security advisories for products from Rockwell and GE. Additionally they published a medical device security advisory for products from Philips. The Rockwell advisory was originally published on the HSIN ICS-CERT library on November 6, 2018 to allow owner/operators to mitigate the vulnerability before it was made public on the NCCIC-ICS site.

I also think that it is worth mentioning that yesterday Siemens announced changes in the way they were publishing security advisories for their products.

Rockwell Advisory

This advisory describes a missing authentication for critical function vulnerability in the Rockwell MicroLogix 1400 Controllers and 1756 ControlLogix Communications Modules. The vulnerability was reported by David Noren. Rockwell reports that a newer firmware version mitigates the vulnerability. There is no indication that Noren was provided an opportunity to verify the efficacy of the fix.

NCCIC-ICS reports that a relatively low-skilled attacker could remotely exploit the vulnerability to allow an unauthenticated attacker to modify system settings and cause a loss of communication between the device and the system.

I briefly discussed the Rockwell notice for this vulnerability in a post on November 10th, 2018.

GE Advisory

This advisory describes an XXE vulnerability in the GE Proficy GDS service. The vulnerability was reported by Vladimir Dashchenko of Kaspersky Lab. GE reports that a newer version mitigates the vulnerability. There is no indication that Dashchenko has been provided an opportunity to verify the efficacy of the fix.

NCCIC-ICS reports that a relatively low-skilled attacker could remotely exploit this vulnerability to allow an attacker to initiate an OPC UA session and retrieve an arbitrary file.

The GE security notification for this vulnerability notes that this is an underlying OPC issue that was addressed in an OPC security bulletin.

Philips Advisory

This advisory describes an inadequate encryption strength vulnerability in the Philips Philips HealthSuite Health Android App. The vulnerability was reported by an unnamed (by Philips) security researcher. Philips has provided a generic workaround pending a release of a new version next quarter.

NCCIC-ICS reports that a relatively low-skilled attacker with physical access to the device to impact confidentiality and integrity of the product.

Siemens Announcement

Yesterday Siemens announced on TWITTER that they would be block publishing advisories for security vulnerabilities on the 2nd Tuesday of every month. This policy has obviously been in place for a couple of months (see here for example). They did note that: “In case we have reasons to publish advisories out of band (e.g. due to criticality), we will still do so.” We have also recently seen that.

There are some obvious plusses and minuses to this policy. On a personal note, it makes for some long blog post for these 2nd Tuesday releases. More realistically it helps owners with the making of decisions about patching when all of the advisories for a product release at the same time. Unfortunately, it may allow for longer effective 0-day openings when an attacker discovers a vulnerability that has been ‘fixed’ by Siemens, but the advisory has not been released. This is where we have to rely on Siemens’ judgement about criticality, but we have always had to do that anyway.

ICS-CERT Publishes 4 Advisories

Today the DHS ICS-CERT published three control system security advisories for products from Siemens and one medical device security advisory for products from Philips. The three Siemens advisories were briefly discussed here over the weekend.

Automation License Manager Advisory

This advisory describes two vulnerabilities in the Siemens Automation License Manager. The vulnerabilities were reported by Vladimir Dashchenko from Kaspersky Lab. Siemens has updates available to mitigate the vulnerability. There is no indication that Dashchenko was provided an opportunity to verify the efficacy of the fix.

The two reported vulnerabilities are:

• Relative path traversal - CVE-2018-11455; and
• Improper input validation - CVE-2018-11456

ICS-CERT reports that a relatively low-skilled attacker could remotely exploit the vulnerability to allow remote code execution or allow an attacker to determine port status on another remote system.

OpenSSL Advisory

This advisory describes a cleartext transmission of sensitive information vulnerability in the Siemens Industrial Products. The vulnerability is being self-reported by Siemens. Siemens has updates for some of the affected products and continues to work on the remainder.

ICS-CERT reports that an uncharacterized attacker could remotely exploit this vulnerability to result in unencrypted data being transmitted by the SSL/TLS record layer.

SIMATIC Advisory

This advisory describes two incorrect default permissions vulnerabilities in the Siemens SIMATIC STEP 7 (TIA Portal) and SIMATIC WinCC (TIA Portal). The vulnerabilities were reported by Younes Dragoni from Nozomi Network. Siemens has updates that mitigate the vulnerabilities. There is no indication that Dragoni has been provided an opportunity to verify the efficacy of the fix.

ICS-CERT reports that a relatively low-skilled attacker with local access could exploit the vulnerability to manipulate files and cause a denial-of-service-condition, or execute code both on the manipulated installation as well as devices configured using the manipulated installation.

Philips Advisory

This advisory describes two vulnerabilities in the Philips Philips’ IntelliSpace Cardiovascular (ISCV)/Xcelera server products. Philips identified the problem due to a customer complaint. Philips has produced a work around pending publication of an updated version.

The two reported vulnerabilities are

• Improper privilege management - CVE-2018-14787; and
• Unquoted search path or element - CVE-2018-14789

ICS-CERT reports that a relatively low-skilled attacker with local access and users privileges to the ISCV/Xcelera server to escalate privileges on the ISCV/Xcelera server and execute arbitrary code.
