Review - HR 8257 Introduced – FY 2023 DHS Spending

Last week, Rep Roybal-Allard (D,CA) introduced HR 8257, the Department of Homeland Security Appropriations Act, 2023. The House Appropriations Committee published their Report on the bill. The bill provides general spending levels for CISA. The Committee Report provides more details about the spending for programs within CISA and cybersecurity directives for the Agency.

Moving Forward

Again, as with the earlier spending bills that I have discussed this month, this spending bill is likely to be taken up by the House before their summer break (currently scheduled to start August 1st). There will be a large number of amendments submitted and many will be adopted on the floor. The bill will almost certainly pass on a near party-line vote. And it will not be taken up by the Senate. Again, when the FY 2023 spending bill is finally passed in December, the conference report will make this report applicable to that bill.

HR 8262 Making appropriations for the Department of the Interior, environment, and related agencies for the fiscal year ending September 30, 2023, and for other purposes. Rep. Pingree, Chellie [D-ME-1] 

HR 8279 To require the Cybersecurity and Infrastructure Security Agency of the Department of Homeland Security to submit a report on the impact of the SolarWinds cyber incident on information systems owned and operated by Federal departments and agencies and other critical infrastructure, and for other purposes.
