Review - Bills Introduced – 4-9-25

Yesterday, with both the House and Senate in Washington and preparing to leave for their Easter Recess, there were 117 bills introduced. Five of those bills may receive additional coverage in this blog:

S 1362 A bill to require the Department of Defense to use information and communications technology products obtained from original equipment manufacturers or authorized resellers, and for other purposes. Cornyn, John [Sen.-R-TX] 

S 1379 A bill to ensure consumers have access to data relating to their motor vehicles, critical repair information, and tools, and to provide them choices for the maintenance, service, and repair of their motor vehicles, and for other purposes. Lujan, Ben Ray [Sen.-D-NM]

S 1387 A bill to authorize the National Biotechnology Initiative, and for other purposes. Young, Todd [Sen.-R-IN]

Bills Introduced – 4-20-23

Yesterday, with both the House and Senate preparing to leave Washington for a long weekend, there were 108 bills introduced. Three of those bills will receive additional coverage in this blog:

HR 2741 Coast Guard Authorization Act of 2023 Graves, Sam [Rep.-R-MO-6]

HR 2745 To amend title 28, United States Code, to allow claims against foreign states for unlawful computer intrusion, and for other purposes. Bergman, Jack [Rep.-R-MI-1]

HR 2756 To direct the Secretary of Defense to seek to engage the Government of Taiwan regarding expanded cooperation with respect to military cybersecurity activities, and for other purposes. Gallagher, Mike [Rep.-R-WI-8]

The initial text of H 2741 is available. Amendments will be made in Committee that will expand the bill substantially. It will be interesting to see if the Republican leadership brings this bill to the floor or ends up including it as part of a spending bill as has been frequently done in recent history.

House Passes HR 2756 – TSCA Reform

Yesterday the House passed HR 2756, the Frank R. Lautenberg Chemical Safety for the 21st Century Act (TSCA reform) by a wildly bipartisan vote of 403 – 12. The debate on the bill  (pgs H3025-H3031) consumed 40 minutes, but it was hardly a debate. The list of supporters speaking in support of the bill was impressive in its political diversity.

The bill will go to the Senate (possibly this week). As surprising as this may seem since this has been a touchstone political topic for the last ten years, the bill could actually be considered under the Senate’s unanimous consent process with no debate and no vote.
