Yesterday, the House considered HR 8595, the National Security, Department of State, and Related Programs Appropriations Act, 2027, under a rule. After dealing with 29 amendments (pgs 5-7), none of particular interest here, the House passed the bill by a near party-line vote of 217 to 209. This is the third FY 2027 spending bill to be passed by the House; the Senate has not yet taken any action on spending bills this year.
There are three cybersecurity mentions in the bill and 5 more discussions in the Committee Report. There is one chemical safety mention in the Report.
If/when the Senate takes up HR 8595, it will not consider the language passed yesterday. Instead, the Senate will take up a version of the bill crafted by the Senate Appropriations Committee. Typically, that version would be more bipartisan in nature due to the 60-vote requirement in the Senate to pass a bill considered under regular order. This year, SAC has been having problems coming up with bipartisan spending bill language.
The Republican leadership in the House is already talking about moving to consideration of a continuing resolution, postponing a vote until after the November mid-term elections.
