CG Announces NCTSAC 3-Day Meeting – 11-1-22

Today, the Coast Guard published a meeting notice in the Federal Register (87 FR 62110-62112) for a three-day meeting of the National Chemical Transportation Safety Advisory Committee (NCTSAC) starting on November 11^th, 2022. Subcommittee meetings will be held the first two days, and the full committee will meet on November 13^th. Video conference services will be available for the subcommittee meetings.

Agenda items will include:

• Task Statement 21-01: Recommendations on Loading Limits of Gas Carriers and U.S. Coast Guard Supplement to International Hazardous Zone Requirements,

• Task Statement 22-01: Recommendations to Support Reductions to Emissions and Environmental Impacts Associated with Marine Transport of Chemicals, Liquefied Gases and Liquefied Natural Gas (LNG),

• Task Statement 22-02: Recommendations on Industry Best Practices and Regulatory Updates Related to the Maritime Transportation of Lithium Batteries,

• Task Statement 22-03: Recommendations on Testing Requirements for Anti-Flashback Burners for Vapor Control Systems.

Coast Guard Publishes NCTSAC Vacancy Notice

Today, the Coast Guard published a notice in the Federal Register (87 FR 40876-49877) announcing that there are currently eight vacancies in the National Chemical Transportation Safety Advisory Committee. The CG is soliciting applications for those vacancies.

Under the bylaws of the Committee, applicants for these positions would represent one of the following:

• Chemical manufacturing entities,

• Entities related to marine handling or transportation of chemicals,

• Vessel design and construction entities,

• Marine safety or security entities, and

• Marine environmental protection entities.

Applicants for these positions should submit an email to Ethan.T.Beard@uscg.mil by September 12^th, 2022. The application should include:

• A cover letter expressing interest in an appointment to the National Chemical Transportation Safety Advisory Committee,

• A resume detailing the applicant's relevant experience, and

• A brief biography of the applicant.

Review - CG Announces 2-Day NCTSAC Meeting – 6-8-22

Today, the Coast Guard published a meeting notice in the Federal Register (87 FR 30242-30243) for a two-day meeting of the National Chemical Transportation Safety Advisory Committee (NCTSAC) on June 8^th and 9^th, 2022 in Arlington, VA. The in-person and virtual combined meeting will be public. The NCTSAC will consider the progress on Task Statement 21-01, Recommendations on Loading Limits of Gas Carriers and USCG Supplement to International Hazardous Zone Requirements and the introduction of three new potential tasks for the Committee’s consideration.

There will be limited seating for in-person attendance at the meeting. Personnel wishing to register for in-person attendance or virtual attendance should contact Lieutenant Ethan T. Beard (Ethan.T.Beard@uscg.mil). COVID-19 safety protocols (including mask wear) will be in effect at the meeting site.

Public comment on the agenda items is being solicited. Written comments can be submitted via the Federal eRulemaking Portal (www.Regulations.gov; Docket # USCG-2022-0254.
