Review - HR 8417 Introduced – Railcar Tracking

 Back in April, Rep Moolenaar (R,MI) introduced HR 8417, the Keeping China Off the Rails Act. The bill would amend 49 USC 20171 expand the current prohibition on new railcars having sensitive technology from ‘covered countries’ to include existing cars in the rail fleets. No new funding is authorized by this legislation. 

Moving Forward  

Neither Moolenaar, nor his sole cosponsor {Rep Gottheimer (D,NJ)}, are members of the House Transportation and Infrastructure Committee to which this bill was assigned for consideration. This means that there is unlikely to be sufficient influence to see this bill considered by the Committee. I suspect that many shippers, and their congressional supporters, would object to the cost of replacing foreign-made technology on their fleets. Thus, I do not think that there would be sufficient support for this bill to be favorably reported if it were considered.

Review – Bills Introduced – 4-21-26

 Yesterday, with both the House and Senate in Washington, there were 59 bills introduced. Three of those bills may receive additional coverage in this blog: 

HR 8407 To direct the Under Secretary of Commerce for Standards and Technology to establish a Commission on Hazard Risk Assessment Tools, and for other purposes. Franklin, Scott [Rep.-R-FL-18] 

HR 8410 To direct the Secretary of Transportation to apply certain requirements to centralized computer-aided train-dispatching systems and centralized traffic control boards. Gillen, Laura [Rep.-D-NY-4] 

HR 8417 To amend title 49, United States Code, to require all railroad freight cars operating on the United States general railroad system of transportation to meet certain manufacturing and content requirements, and for other purposes. Moolenaar, John R. [Rep.-R-MI-2]
