PHMSA Security Plan Final Rule

The Pipeline and Hazardous Material Safety Administration published a final rule in today’s Federal Register revising the requirements for preparing security plans for hazardous material shipments. The final rule (HM-232F) significantly reduces the number of hazardous materials for which shippers and carriers will be required to prepare these security plans. I will be doing a more detailed analysis of this final rule for the publisher of the Journal of HAZMAT Transportation.
