Basically it means that the IST implementation authority would apply ONLY to the facilities that have large quantities of COI AND are located in areas where a release of the COI could hurt alot of people. This was a significant compromise on the part of Chairmen Markey and Waxman.Anonymousnoreply@blogger.com
